It’s not too late :-). I think if you combine this with Labiaplasty, you can have a much improved smoother look. Also if you trim some of the labia minora to even the pigment it may camouflage the vitiligo. It’s a little difficult to see from your photos so I’d have to do a detailed consultation to tell you more specifically what to expect from post op results. But the fact that it’s been 13 years is not a problem.
