Thank you for your question. From what I see in your photo and how you describe your aesthetic goal, a tummy tuck would definitely help you achieve a flatter stomach. While it is possible to perform a fat transfer to the buttocks at the same time as a tummy tuck. Syringomas can be difficult to treat. Given the significant amount that you have, it would be best to try to isolate and treat them with the laser. I would recommend doing a test area on 2 or 3 to see how the results are prior to jumping in and trying to treat them all. Based on your photos it appears that you has some abdominal wall laxity which is weakness of the abdominal muscles. You also have some excess fat which also adds to the prominence of your abdomen. If you're looking to just reduce the fat and are willing to accept some bulging of your abdomen which again is due to the muscle weakness then liposuction is amenable. If you're looking to truly tighten and flattened your abdomen then the tummy tuck procedure would be the better option....
