Judging by the shape and location of the "bulge" it may be skin and fat. Is it firm like fat or soft like empty skin? 
The arm lateral(past) the edge of the discrete bulge appear thin and shapely.
If it in fact it is fat filled I would suggest lipoplasty with Profound SQ in office skin shrinkage.
J Plasma/Renuvion works best when ligaments connect skin to the underlying tissue; this is a ligament poor area.

If Profound is done properly(optimal number of insertions) the first time, a second procedure is not necessary and in my experience(having tried it) will not enhance the result.However if additional tightening is desired, Profound can be combined with other devices(not at the same time) to enhance the overall result.Other devices work by different means(different energies) and target different regions within the skin structure.Hope this helps
