It appears to be a lentigo (large freckle). Few treatments of lightly sprayed liquid nitrogen at a Dermatology office normally does the trick. If no improvement, then a biopsy may be warranted. Wearing a sunblock with either Zinc or Titanium Dioxide as the active ingredient/s year-round is also advisable.
