Without seeing a photo, it is difficult to recommend which treatment is best.
A lower face and neck lift will help with laxity and, if it is necessary, would provide you with the best result. It will cost more, but will be more cost effective than spending thousands of dollars on skin tightening treatments that may not provide you with improvement.

Can I get Botox to raise my brow?

It depends on how lifted you want your brow. Botox can provide slight and subtle lifting of the eyebrow if placed in the correct location, however, it is not a replacement for a surgical procedure if your goal is to have significantly higher eyebrows. Thread lifts can be used to lift the brow more drastically than botox and less invasively than surgery. Just remember to have an evaluation by a board certified dermatologist or plastic surgeon to receive the best possible care.

You have a natural feminine jawline with minimal fat that could be easily improved through kybella treatments. After those are completed, filler to the jawline on the sides of your face could be considered. I like to take a slow conservative approach and this is what I would recommend.
