A session of IPL (Intense Pulsed Light) would work well. If your wedding is only 4 weeks away this is something you would want done quickly as the sunspots can look darker or have a speckled appearance for several weeks after treatment and before exfoliating off. Also, a mild chemical peel would offer improvement. Unfortunately, with your short window I don't think topical creams will make a huge difference. Over a longer time horizon they would certainly have their place. Hope this helps.

Before jumping into surgery (implant or fat removal) I would try an injectable filler in this area. The two products I like to use to recountor the cheek are Voluma and Perlane. At your young age I think this is a safer and more practical route. If for whatever reason there is an issue or you don't like the filler it can be dissolved. It is much more difficult to reverse a surgical implant. Judging by your pic it appears that filler would be all that is needed.

Unfortunately, laser hair removal does not typically work for blonde, white, grey or silver hair. It can be somewhat effective for light brown hair. It works best for dark coarse hair. The laser is attracted to pigment which blonde hair is lacking. Generally other modalities such as electrolysis are more effective for lighter hair shades.

With your dark skin type it is important that you are careful having certain procedures done. Laser hair removal which is your best chance at achieving long term hair reduction can be done on dark skin with the right machine. Based on your picture it appears that the area of injury above the brow is very superficial. Likely as it heals there will be some residual pigmentation for a period of time. This can take several months to go away but I doubt you will have a permanent mark. During that time sunscreen is important to prevent further darkening of the pigmentation. The answer depends somewhat on your tolerance for "downtime." For instance, if you're willing to put up with 7-10 days of social downtime with redness, swelling, etc then fractional ablative laser resurfacing may be a good option for you.
