From the photos provided, I make the following observation:
1. Your nose is long.
2. The naso-labial angle is too acute.
3. There is a hanging columella appearance.
4. The tip is droopy and under-rotated.
A revision rhinoplasty would entail rotating the nasal tip, de-projecting it, and flattening the area below the tip toward the columella, an supporting the tip. In my opinion, cartilage grafts will be essential in achieving the above goals…

There are two aspects to your concern. The first is the elevation of the nostrils (or ala). This elevation cannot be effectively and predictably corrected. It is a dynamic movement. That is, there is a muscle that lifts the nostril up, and the degree of movement differs person to person.
